Constitution
of
the
International
Federation
of
Measurement
and
Control
of
Granular
Materials
(Examined
and
approved
on
the
1st
meeting
of
the
5th
Congress
on
March
18th
2023
in
Shenyang,
China)
Chapter
1
General
provisions
Article
1.
Name
The
name
of
the
organization
is
”International
Federation
of
Measurement
and
Control
of
Granular
Materials”,
the
abbreviation
is
IFMCGM
(or
as
”the
Federation”
hereafter
).
Article
2.
Organization
feature
(1)
The
Federation
is
a
non-beneficial
international
academic
organization
which
is
voluntarily
composed
by
scholars,
engineers
and
technicians
from
various
countries
(or
area)
in
the
field
of
Measurement
and
Control
of
Granular
Materials.
(2)
The
Federation
accepts
instruction,
supervision
and
management
from:
Ministry
of
Civil
Affairs,
People’s
Republic
of
China,
who
is
the
registration
organ,
and
China
Association
for
Science
and
Technology,
who
is
the
direct
management
organ.
(3)
To
guarantee
and
keep
the
nature
of
the
academic
society’s
international
academic
exchanges
and
the
coop-
eration
without
disturbing
academic
activities
by
other
factors,
making
especially
stipulates
as
follows:
All
members
names,
the
national
flags,
the
national
anthems,
the
national
emblem
and
other
national
symbols
for
each
kind
of
members
and
various
nations
have
to
use
the
names
and
styles
on
behalf
of
the
national
symbols
in
the
UN
acknowledged.
All
the
international
document
materials
(including
collection,
member
name
list,
address
book,
the
chest
sign,
table
sign
and
so
on)
at
the
international
academic
conferences
or
other
international
cooperation
in
the
Federation
and
academic
publication,
web
site
involving
the
national
names,
the
national
flags,
the
national
emblems
and
other
all
have
to
use
the
names
and
the
styles
on
behalf
of
the
national
symbols
in
the
UN
acknowledged.
Article
3.
Mission
The
mission
of
the
Federation
is
to
organize
scholars,
engineers
and
technicians
to
carry
out
international
aca-
demic
exchanges,
and
to
promote
technical
development
and
friendship
in
various
countries.
The
Federation
observes
the
Constitution
of
the
People’s
Republic
of
China,
the
laws
and
regulations
and
the
policies,
and
the
Federation
observes
the
social
morals
custom.
Article
4.
The
domicile
of
the
Federation
The
registration
place
of
the
association
is
in
the
People
s
Republic
of
China,
and
the
secretariat
of
the
Association
is
located
in
Northeastern
University.

Business
scope
Article
5.
Business
scope
(1)
Holding
academic
conferences;
(2)
According
to
the
commission
of
the
government
departments
or
market
and
industrial
needs,
conducting
related
Exhibitions
in
the
field
of
Measurement
and
control
of
Granular
Materials;
(3)
Promoting
the
academic
results
and
the
technical
achievement
in
the
”Measurement
and
Control
of
Granular
Materials”
(MCGM)
field;
(4)
Approved
by
relevant
government
departments,
commendation
and
award
excellent
scientific
and
techno-
logical
workers
of
research
and
science
popularization
activitiesin
in
the
”Measurement
and
Control
of
Granular
Materials”
(MCGM)
field,
and
recommend
outstanding
scientific
research
and
popular
science
talents;
(5)
To
safeguard
the
legitimate
rights
and
interests
of
membership,
and
organize
activities
for
the
service
of
membership.
Chapter
3
Membership
Article
6.
Kinds
of
membership
Membership
of
IFMCGM
shall
be
as
individuals
and
as
organizations(unit
members).
Unit
Members
are
those
international,
regional,
national,
local
professional
organizations
involved
in
MCGM
field.
Individual
members
are
those
engaged
or
interested
in
any
aspect
of
MCGM
science
and
technologies.
Article
7.
Requirements
for
the
membership
Who
Applies
for
a
member
of
IFMCGM
must
have
following
situations:
(1)
Supporting
the
Federation’s
Constitution
wishing
to
join
in
the
Federation;
(2)
Having
certain
attainments
or
influences
in
application
and
academic
research
of
MCGM
field
(profession,
discipline).
Article
8.
Admission
formalities
The
formalities
of
admission
are:
(1)
Submit
a
formal
application
form
for
membership;
(2)
Discussed
and
approved
by
the
Standing
Council;
(3)
The
Secretariat
of
IFMCGM
authorized
by
the
Standing
Council
or
its
office
will
issue
a
membership
card.
Article
9.
Member
rights
(1)
Having
the
right
to
vote,
stand
for
election
and
voting
in
the
Federation;
(2)
To
elect
the
Councilor
of
IFMCGM
through
election
or
consultations
on
behalf
of
their
own
nation
(or
regional);
(3)
To
participate
in
the
activities
of
the
Federation;
(4)
To
propose
the
suggestions
about
work
and
activities
to
the
Councilor
of
the
Federation
in
their
nation
(or
regional
area);
(5)
To
have
the
priority
for
access
to
services
of
the
Federation;
(6)
To
have
right
of
the
criticisms
and
suggestions
for
the
work
and
supervise
to
the
Federation;
(7)
To
have
membership
voluntary
and
withdrawal
will
be
free;
(8)
To
have
the
priority
being
invited
to
participate
in
academic
conferences.
Article
10.
Member
duties
(1)
To
perform
the
implementation
of
the
resolution
made
by
IFMCGM
organization;
(2)
To
safeguard
the
legitimate
rights
and
interests
of
the
organization;
(3)
To
performing
the
work
assigned
by
the
organization;
(4)
To
pay
the
membership
dues
on
time;
(5)
To
reflect
the
situation
and
provide
relevant
information
to
the
organization.
Article
11.
Resignment
When
a
member
resigns
from
the
Federation,
he
(or
she)
shall
give
a
report
to
the
Secretary-general
and
return
the
membership
card.
If
a
member
does
not
pay
membership
dues
for
2
years,
or
not
to
participate
in
the
activities
of
the
Federation
who
will
be
regarded
as
automatic
resign
from
the
Federation.
Article
12.
Removement
If
member
is
serious
violations
of
the
Constitution
of
the
Federation,
by
the
Council
or
the
General
Council
vote,
he
(or
she)
shall
be
removed
after
Councilors
vote.
Chapter
4
Organization,
head
of
election
and
recall
Article
13.
The
Congress
The
highest
authority
of
the
Federation
is
the
Congress.
The
Congress’s
mandate
is
to:
(1)
To
develop
and
modify
the
constitution
of
the
Federation;
(2)
To
elect
and
remove
the
Councilors
of
the
Federation;
(3)
To
consider
the
Council’s
work
report
and
financial
report;
(4)
To
develop
and
modify
the
fee
standards;
(5)
To
decide
the
termination
of
the
matters
of
the
Federation
;
(6)
To
decide
other
important
matters.
Article
14.
Election
of
member
representatives
Members
representatives
shall
be
elected
from
the
members
of
each
country,
and
the
total
number
shall
not
be
less
than
15%
of
the
total
number
of
members.
So
can
the
Standing
Council
recommended
members
with
a
certain
representative
to
become
a
member
representative.
Article
15.
Requirements
of
attendee
and
resolution
passing
of
the
Congress
(1)
The
representative
meeting
of
the
Congress
shall
be
held
only
when
more
than
2/3
of
the
members
can
attend
the
meeting.
(2)
Votes
of
the
present
representatives
and
written
votes
of
absent
representatives
of
their
members
will
be
subject
to
the
resolution
and
more
than
half
agreement
is
necessary
for
a
resolution
to
enter
into
force.
Article
16.
Meeting
of
the
Congress
The
Congress
shell
be
held
each
of
4
years.
Due
to
special
circumstances
in
advance
or
extension
of
a
change
of
leadership,
a
vote
by
the
Council,
reported
to
the
supervisory
business
unit
in
charge
and
societies
registration
authorities
agreement.
But
the
general
extension
of
a
maximum
of
1
year.
Article
17.
The
Council
The
Council
is
the
executive
body
for
Congress
of
the
representatives
of
the
Federation,
which
is
in
charge
of
leading
the
Federation
in
daily
work
on
behalf
of
the
Congress.
(1)
Representatives
who
are
elected
through
election
or
consultation
by
all
members
in
each
country
(or
region)
shall
be
the
Councilors
of
IFMCGM
from
that
country
(or
region).
(2)
All
Councilors
shall
be
the
members
of
Council
Committee
of
IFMCGM.
(3)
There
will
be
a
President,
some
Vice-Presidents
and
a
Secretary-General
in
the
Council
who
will
be
composed
of
Standing
Council.
(4)
The
country
in
which
the
Secretariat
is
located
can
have
councilors
(one
of
whom
is
the
Secretary-General)
according
to
the
number
of
members,
and
other
countries
(or
regions)
may
have

councilors.
(5)
With
development
and
growth
of
the
Federation,
the
number
of
Councilors
in
those
nations
(or
resigns)
will
become
a
larger
proportional
allocation.
Article
18.
The
Council’s
mandate
The
Council’s
mandate
includes:
(1)
Implement
the
resolutions
of
Congress;
(2)
To
elect
and
remove
President,
Vice-Presidents,
Secretary-General
and
executive
Councilors;
(3)
To
prepare
and
hold
the
members
representatives
Congress;
(4)
To
report
Council’s
work
and
financial
conditions
to
the
Congress;
(5)
To
decide
the
accepting
new
members
or
removal;
(6)
To
decide
to
set
up
offices,
branches,
representative
bodies
and
entities;
(7)
To
make
the
decision
of
deputy
Secretary-General,
agencies
major
person-in-charge
of
employment;
(8)
To
lead
every
agencies
to
begin
the
work;
(9)
To
make
internal
management
system;
(10)
To
decide
other
significant
issues.
Article
19.
Meetings
and
resolutions
of
the
Council
(1)
The
Council
meetings
shall
be
held
at
least
once
a
year.
(2)
The
Council
meeting
shall
be
held
only
when
more
than
2/3
of
councilors
representatives
can
be
present.
In
the
special
circumstances,
the
meetings
also
can
be
held
in
the
form
of
correspondence.
(3)
Resolutions
of
the
meeting
can
enter
into
force
only
when
positive
votes
of
the
present
representatives
are
more
then
2/3
of
the
number
of
the
representatives.
Article
20.
The
Standing
Council
(1)
The
Federation
shall
have
a
Standing
Council.
The
Standing
Council
is
set
up
by
election
of
the
Council.
There
will
be
the
President,
the
Executive
Vice-President,
Vice-Presidents,
the
Secretary-General
and
the
Executive
Deputy
Secretary-General.
The
number
of
councilors
of
the
Standing
Council
must
be
less
than
1/3
of
the
number
of
the
Councilors
of
the
Standing
Council.
(2)
The
Standing
Council
exercises
power
of
terms
(1),
(3),
(5),
(6),
(7),
(8),
(9)
of
Article
18
when
the
Council
is
not
in
session.
The
Standing
Council
is
responsible
for
the
Council.
Article
21.
Meetings
and
resolutions
of
the
Standing
Council
(1)
The
Standing
Council
meetings
shall
be
held
at
least
twice
a
year.
In
the
special
circumstances,
the
meetings
also
can
be
held
in
the
form
of
correspondence.
(2)
The
Executive
council
shall
have
meeting
only
when
more
than
2/3
of
the
executive
councilors
can
attend.
(3)
The
resolutions
shall
enter
into
force
only
when
2/3
of
the
votes
of
the
attendees
are
positive.
Article
22.
The
requirements
for
the
position
of
the
principal
responsible
person
of
the
organization
The
President,
Vice-Presidents
and
Secretary-General
must
have
following
conditions:
(1)
Being
the
famous
experts
in
the
related
academic
and
application
fields;
(2)
The
maximum
working
ages
of
the
President,
Vice-Presidents
have
to
be
no
more
than
70
years
old,
and
the
maximum
working
age
for
the
Secretary-General
has
to
be
no
more
than
65
years
old.When
ages
of
the
President,
Vice-President,
Secretary-General
are
in
excess
of
the
maximum
working
age,
they
must
be
approved
by
the
Council
voting
and
submitted
to
the
competent
business
unit
and
the
community
the
registration
administration
organ
for
approval
before
positions.
(3)
The
tenure
of
the
President,
Vice-Presidents
and
the
Secretary-General
is
4
years,
and
the
longest
tenure
must
not
exceed
two
terms.
In
case
of
special
circumstances,
tenure
extension
must
be
approved
by
over
2/3
of
the
member
representatives
voting
and
submitted
to
the
competent
business
unit
and
the
community
of
the
registration
administration
organ
for
approval
before
positions.
(4)
Having
good
physical
health
and
being
able
to
adhere
to
the
normal
work;
(5)
Not
being
deprived
of
political
rights
for
criminal
punishment;
(6)
Being
with
full
civil
capacity.
Article
23.
Legal
representative
of
the
Federation
The
President
of
the
Federation
is
usually
the
legal
representative
of
the
organization.
In
special
circumstances,
with
the
appointment
of
the
President
and
the
agreement
of
the
Council,
one
of
the
Vice-Presidents
or
the
Secretary-
General
may
be
the
legal
representative.
The
change
shall
be
reported
to
the
competent
business
units,
and
subject
to
review
and
approval
of
the
registration
management
authority
associations.
The
legal
representative
of
the
Federation
shall
not
be
the
legal
representative
of
any
other
organization
at
the
same
time.
Article
24.
The
election
and
powers
of
the
President
of
the
Federation
(1)
The
election
of
the
President
of
the
Federation
shall
be
presided
over
by
the
Secretary-General
and
elected
by
the
Council.
With
the
participation
of
more
than
2/3
of
the
Councilors,
the
one
who
receives
the
highest
number
of
more
than
2/3
of
the
votes
shall
be
elected;
(2)
The
President
shall
exercise
the
following
powers:
Calling
and
presiding
over
the
Council
and
the
Standing
Council
meetings;
Checking
the
situations
about
carrying
out
the
resolutions
of
the
Congress,
the
Council
and
the
Standing
Council.
Sign
important
documents
on
behalf
of
the
Federation.
If
the
President
is
unable
to
sign
in
time
due
to
special
circumstances,
the
President
shall
delegate
one
of
the
Vice-Presidents
or
the
Secretary-General
to
sign.
Audit
the
use
of
large
checks,
bills
of
exchange
and
notes
of
the
Federation,
as
well
as
the
use
of
large
operating
expenses
of
the
Secretariat
and
various
offices.
Article
25.
The
election
and
powers
of
the
Vice-Presidents
of
the
Federation
(1)
The
election
of
the
Vice-Presidents
of
the
Federation
shall
be
presided
over
by
the
Secretary-General,
with
the
election
rules
the
same
as
those
for
the
election
of
the
President
of
the
Federation.
(2)
The
Executive
Vice-President
and
Vice-Presidents
carry
out
the
tasks
assigned
by
the
President;
(3)
The
Executive
Vice-President
will
exercise
the
duties
of
the
President
of
the
Federation
in
the
absence
of
the
President
of
the
Federation;
if
the
Executive
Vice-President
is
also
absent,
the
President
of
the
Federation
should
designate
one
of
the
Vice-Presidents
to
act
as
the
President
of
the
Federation
in
the
exercise
of
the
duties.
Article
26.
The
election
and
powers
of
the
Secretary-General
of
the
Federation
The
Secretary-General,
who
shall
be
a
member
of
the
Council
from
the
country
in
which
the
Secretariat
is
located,
shall
be
elected
by
the
Council.
The
Secretary-General
shall
exercise
the
following
powers:
(1)
Presiding
over
the
daily
work
of
the
office,
raising
funds
and
implement
annual
work
plans;
(2)
Coordination
of
work
of
the
branches,
representative
offices,
entities
and
institutions;
(3)
To
nominate
the
deputy
Secretary-General
as
well
as
various
offices
and
branches
or
representative
offices,
and
the
directors
of
entity
institutions
and
hand
in
to
Council
or
the
Standing
Council
for
their
decision.
(4)
Recommending
the
employment
of
full-time
staff
of
offices,
representative
bodies
and
entities
to
the
Executive
Council
for
decision;
(5)
Examine
the
qualifications
of
applicants
for
membership
and
make
recommendations
to
the
Council
for
changes
in
the
Constitution;
(6)
Preside
over
the
election
of
the
President
and
Vice-President
of
the
Federation;
(7)
Approval
of
the
use
of
the
Federation’s
cheques,
money
orders
and
notes,
as
well
as
the
use
of
the
operating
expenses
of
the
Secretariat
and
the
various
offices;
(8)
Representing
the
Federation
in
external
liaison
matters
as
well
as
conference
affairs,
signing
relevant
docu-
ments
and
reporting
on
the
Federation’s
work
process;
(9)
Handling
other
daily
routine
matters.
Chapter
5
Branches
Article
27.
Nature
of
the
branch
The
Federation
shall,
within
the
scope
of
its
purposes
and
business
as
stipulated
in
the
present
Constitution,
set
up
a
number
of
branches,
specialized
committees
and
working
committees
as
branches
of
the
Federation
in
accordance
with
the
needs
of
its
work.
Branches
are
part
of
the
Federation
and
have
no
legal
personality.
Branches
carry
out
activities
and
develop
members
within
the
scope
authorized
by
the
Federation,
and
their
legal
responsibilities
are
borne
by
the
Federation.
Article
28.
Provisions
on
Branches
(1)
The
name
of
a
branch
of
the
Federation
shall
be
preceded
by
the
full
name
of
the
Federation
and
shall
not
be
preceded
by
the
words
”China”,
”Zhonghua”,
”National”
or
”State”;
(2)
Branches
shall
not
have
their
own
Constitutions;
(3)
The
Federation
shall
not
set
up
geographical
branches,
and
no
branch
shall
be
set
up
under
a
branch;
(4)
The
activities
of
the
branches
shall
use
the
standardized
full
name
bearing
the
name
of
the
Federation
and
shall
not
exceed
the
scope
of
business
of
the
Federation;
(5)
The
membership
certificates
of
the
branches
shall
be
issued
by
the
Federation;
(6)
The
composition
of
a
branch
shall
be
decided
by
the
Council
or
the
Standing
Council
of
the
Federation.
The
maximum
age
of
the
head
of
a
branch
shall
not
be
more
than
70
years
old
in
principle.
The
head
of
a
branch
shall
not
be
appointed
for
more
than
two
consecutive
terms;
(7)
All
income
and
expenditure
of
the
branches
shall
be
included
in
the
unified
financial
management
of
the
Federation
and
accounted
for
separately.
Branches
shall
not
set
up
separate
accounts;
(8)
In
its
annual
work
report,
the
federation
shall
report
the
relevant
information
of
the
branches
to
the
competent
business
units
and
the
registration
management
authority.
At
the
same
time,
it
shall
disclose
the
relevant
information
to
the
public
in
a
timely
manner
and
consciously
accept
social
supervision.
Chapter
6
Principles
of
asset
management
and
usage
Article
29.
Funding
sources
The
funding
sources
of
the
Federation
include:
(1)
Members
dues;
(2)
Donations;
(3)
Government
subsidies;
(4)
Within
the
approved
scope
of
business
activities
or
services
income;
(5)
Interest;
(6)
Other
legitimate
income.
Article
30.
Membership
dues
Membership
dues
are
to
be
collected
in
accordance
with
relevant
regulations.
The
organization
funds
must
be
used
for
the
business
scope
stipulated
in
the
constitution
and
the
development
shall
not
be
distributed
among
members.
Article
31.
Usage
of
funds
(1)
To
establish
strict
financial
management
system
to
ensure
that
the
source
of
assets
is
legal,
true,
accurate
and
complete.
(2)
The
organization
shall
employ
professional
qualified
accounting
personnel.
Accounting
personnel
shall
not
concurrently
hold
cashier.
Accounting
personnel
must
conduct
accounting
and
accounting
supervision.
When
an
accountant
is
to
be
changed,
handover
procedures
must
be
completed
with
the
successor.
(3)
he
organization’s
asset
management
must
implement
the
state’s
financial
management
system,
and
accept
supervision
of
the
Congress
of
members
and
the
financial
department.
Funding
sources
of
assets
owned
by
the
state
or
social
donations
and
funding
must
accept
the
supervision
of
audit
organizations,
and
publish
the
situation
to
the
public
in
an
appropriate
manner.
(4)
The
organization
in
change
or
replace
the
legal
representative
must
accept
the
financial
audit
from
the
registration
administration
organ
and
the
competent
business
unit.
(5)
No
unit
or
individual
is
allowed
to
embezzle,
divide
privately
or
misappropriate
the
assets
of
the
organization.
(6)
For
full-time
and
part
time
staff
in
the
organization,
wages
and
insurance,
welfare
are
referred
to
the
relevant
national
institutions
regulations.
Chapter
7
Amending
procedures
of
the
Constitution
Article
32.
Modification
of
the
Constitution
will
be
subject
to
the
Council
for
voting,
and
shall
be
reported
to
the
Congress
for
discussion
and
examination.
Article
33.
Within
15
days
after
examination
and
approval
by
the
Congress,
the
modified
constitution
has
to
be
submitted
to
the
competent
business
units
and
report
to
the
registration
management
authority
associations
to
take
effect.
Chapter
8
Termination
programs
and
property
disposition
Article
34.
While
the
Federation
needs
to
be
cancelled
due
to
the
completion
of
its
purpose,
the
dissolution
of
its
own
accord,
or
due
to
division,
merger,
etc.,
the
Council
or
the
Standing
Council
shall
propose
a
motion
to
terminate
it.
Article
35.
The
resolution
of
organization
termination
must
be
approved
by
the
Congress
of
the
member
representatives
at
first
and
then
submitted
to
the
competent
business
units
for
examination
and
approval.
Article
36.
The
organization
shall
establish
a
liquidation
organization
prior
to
the
termination
under
the
guidance
of
the
competent
business
unit
and
relevant
authorities
to
handle
problems
arising
possibly
related
to
creditor’s
rights
and
liabilities,
and
carry
out
disposal
activities.
During
the
liquidation,
don’t
carry
out
activities
beyond
liquidation
and
disposal.
Article
37.
Termination
is
completed
after
going
through
the
deregistration
formalities
in
the
orga-
nization
registration
authority.
Article
38.
The
remaining
properties
after
termination
of
the
business
has
to
be
used
for
the
purpose
of
development
and
the
related
business
under
the
supervision
of
authorities
according
to
relevant
state
regulations.
Chapter
9
Supplementary
provisions
Article
39.
The
Constitution
was
passed
on
18
March
2023
at
the
5th
Congress
of
IFMCGM.
Article
40.
The
Council
Committee
has
right
to
interpret
the
constitution.
Article
41.
The
Constitution
takes
effect
on
the
date
when
it
was
approved
by
the
registration
administration
organ.
